Yes. While the law does not actually increase the EB quotas, section 106 allows for the more than 100,000 EB visas which were lost in fiscal years 1999 and 2000 due to INS processing delays to be "recaptured" as long as there is excess demand in the EB-1, EB-2 and EB-3 categories.
